Are you prepared to take the medical lead in your hospital during a disaster? How would you make decisions about allocating scarce resources? What is your role in an emergency incident command system? Are discussions about these issues even taking place at your hospital?

Goals, Learning Objectives and Audience

This seminar is intended to improve the ability of Minnesota’s health professionals to function effectively in surge events, especially pandemic influenza. Daniel O’Laughlin, MD, presents a one hour Emergency Readiness Rounds.

This training is geared towards physicians, pharmacists, nurses, social workers, physician's assistants, healthcare administrators, and advanced nurse practitioners. By the end of the training, participants should be able to:

  • Discuss impact of pandemic influenza on the healthcare system
  • Understand the categories of resources that might be in limited supply during a disaster
  • Review the ethical basis for allocation of scarce resources
  • Discuss a framework for ethical allocation of ventilators during a pandemic
    .1 CEUs will be given; Designed to meet the requirements of the Minnesota Board of Nursing for 1.0 contact hours.

Featured Speaker

Daniel O'Laughlin MD, is a full time emergency physician and Medical Director for Emergency Preparedness at Abbott Northwestern Hospital in Minneapolis, MN. He is also an Assistant Professor of Emergency Medicine with the Department of Emergency Medicine at the University of Minnesota Medical School. His academic focus has been on medical education at multiple levels and emergency preparedness and response. Since 2003, Dr. O’Laughlin has served as the Vice-Chairperson of the Metropolitan Hospital Compact Group, which coordinates the regional disaster response of 29 hospitals in the Minneapolis/St. Paul metropolitan area.

Dr. O’Laughlin’s work in the area of emergency preparedness has included assisting in the development and execution of multiple disaster exercises for individual hospitals and communities, including the Minneapolis/St. Paul metropolitan area and New York City. He is also actively involved in the development of alternate care site facilities, hospital preparedness and surge capacity plans, guidelines for adjusted standards of care during disasters, and training programs for healthcare facility emergency response teams.
